According to the activity requirements, eligible remanufactured products such as car engines and transmissions will be subsidized at a rate of 10% of the replacement price.

The Notice clearly encourages all regions to use funding channels such as energy conservation and emission reduction to support projects such as upgrading and transforming remanufacturing technology, and accelerate the pace of remanufacturing industrialization. Intensify support for enterprises and products listed in the "Catalog of Remanufactured Products", establish a supply and demand docking platform for remanufactured products, coordinate and promote government agencies, enterprises, institutions, and organizations to prioritize the procurement of remanufactured products, organize remanufactured product promotion meetings, popularize knowledge of remanufacturing of mechanical and electrical products, and drive and encourage consumers to use remanufactured products. Regions with the necessary conditions should actively promote the value-added tax reduction and exemption policies for remanufactured products that enjoy comprehensive utilization of resources, and actively support the implementation of the "trade in" product subsidy policy.

The number of enterprises engaged in remanufacturing has increased from one at the beginning to over a hundred at present, and the output value has risen from less than 50 million yuan in 2005 to 8 billion yuan at present. The number of employees has also increased from less than a thousand to more than 50000 at present, and the scale and output value of the industry have significantly increased.
Compared with traditional waste metal recycling and disposal methods, remanufacturing of automotive parts can recover about 70% of the added value contained in scrapped products; Compared with original manufacturing, remanufacturing can save energy consumption by 80%, materials by more than 70%, and reduce manufacturing costs by 30% -50%.
At present, the scope of component remanufacturing in China is limited to the "five major assemblies" - internal combustion engine, gearbox, generator, starter, and steering gear. Among them, internal combustion engines have the greatest potential for remanufacturing.

If remanufactured products have not been widely recognized by consumers, the sources and sales channels of old parts for remanufactured products are not smooth enough, the level of remanufacturing technology and management is not high, the quality of products is uneven, and relevant regulations such as scrapped car recycling management urgently need to be revised. The relevant management system urgently needs to be improved, and the technical standards are not yet perfect.
How to accelerate the development of China's automotive parts remanufacturing industry, Xie Jianjun believes that firstly, a standardized and smooth reverse logistics system standard should be established as soon as possible. Due to the non-standard and unsmooth recycling channels for old products, a large number of old products are directly treated as waste, making it difficult to ensure that enough old products are returned to the remanufacturing enterprise, resulting in the enterprise's remanufacturing production line often being in an "idle" or "semi idle" state.
Secondly, we need to strengthen our awareness of the remanufacturing industry chain. Under the overall framework of "trade in", automobile parts remanufacturing enterprises must establish a good product traceability and tracking system to investigate the usage, life cycle, and exit time of products.
